Did anyone else think this rumour was hinting to the Thalmor or at least some future conflict between the Altmer and Empire? There was also the rumour of Daedra worshiping was also on the rise there, so it could be possible they've got their power through the Daedra. Even the response to the first rumour is mentioning them having powerful wizards and could lead to something dangerous. Also a Nord male will also mention the Greybeards calling for the end times sometimes when talking to another Nord.
I remember finding a book about Skyrim and the Thu'um in Oblivion. Back then I taken the word "shouting" literally, so when they mentioned the Greybeards could shout down castle walls I thought it was metal as fuck.
Pretty sure that book was in Morrowind as well though.
It's in the Pocket Guide to the Empire which is as old as Redguard, which came out in 1998.
