If a game has to have cutscenes, I think they should be so good that you actually WANT to watch them. Witcher 3 seems to get that, while also embracing some generally good cinematic rules in terms of framing and placement.
I also think major story moments like this could stand to be played up a little bit. I wouldn't really call it "too cinematic".
there was an audibook in polish for that with eng subtitles but I cannot find it right now
was pretty good too, with actual voice actors reading the roles and some background sound effects

It's too short to take anything out of it without context to make it interesting, people will just end up confused watching a film.
It's to short for a tv series, maybe it has enough for two seasons, but what of the mandatory next 7? They'd drown in it fillers and I'm not really looking forward for Ciri's rad adventures with the Rats, and if they capitalize on Geralt and Dandelion's witchering it will too soon become the next Supernatural.
