They already have made tablets and smart phones based off the Tegra hardware.
The main thing that's been holding games on Android back is OpenGL ES. With Vulkan they have a fully modern API that improves performane and lowers power consumption.
Of course very few android games at this point use Vulkan and that's where the Switch comes in. As a dedicated device it can require games for it to use its NVN API which is essentially just Vulkan,
People aren't willing to drop large amounts of money on games when they buy a tablet or phone though. The profit margins (if there's profit at all) on consoles is very low and recouped via selling games at relatively high prices.

As far as i can tell the most graphically impressive thing on the platform is epic citadel, that 6 year old tech demo made for iphones.

Epic Citadel as I recall was showing off UE3/OpenGL ES 3 on iOS.
I think the Half-Life 2 games were ported to NVIDIA Shield.
They are pretty good despite some framedrops.
