Constantly idolizing and dreaming of being one of the Gifted students, yet failing at everything he actually tried, jealousy grew inside him until he grew to despise all of the Gifted students for "stealing his chance to shine"
He is somewhat like an Elliot Rodger of talent. He doesn't get much personal backstory though, as he dies fairly early.
They are in it from the start but largely inconsequential outside of a few dialogues and appearances. They take over for Monokuma as the main villains once he is deactivated.
