I don't think it is, really, though Not-GTMO might be the best level across MGSV overall. During the main mission especially it arguably has the most compelling atmosphere since the Tanker chapter, but otherwise I don't think GZ is more interesting than TPP.

Because the point of The Phantom Pain is that it's a subversion of Metal Gear as a whole.
Much like how MGS2 gives the audience a different protagonist from what they want, MGSV gives the audience a different kind of game from what they want. Ground Zeroes is deliberately misleading in what kind of game MGSV is going to be, just like how the Tanker was in MGS2. It not only has a different protagonist, but a different tone, a different kind of music.
People thought they were getting Metal Gear Solid Five, they got Metal Gear Solid Vee. There is even an interview were Kojima is asked "Why Roman numerals instead of Arabic?" and Kojima responds - "Because MGSV is a departure for the series."
MGSV is sneakily a giant spin-off, the ultimate ruse.
More effort went into it than any other TPP mission. Also much harder than TPP altogether (aside from insane FOBs)

If you had any understanding of underlying narrative, you would notice that Quiet has nothing but love for Venom Snake, but Venom doesn't feel the same way about Quiet, he only has disdain and hatred for her. Quiet was an easy target for Venom and he made Quiet fall in love with him over time, slowly but surely so that he could break her heart in the end, his entire plan of revenge came to a conclusion when Snake deserted Quiet, just as Quiet thought that he started to care about her.
Venom wanted Quiet to think he felt something for her, and he actually did feel something but it was only hate and disdain, but having her fall in love was always part of the plan, just like seeing her fall into despair while he refused to save her from torture (right after the poison gas scene) was.
Venom's whole shtick at revenge was to win Quiet's heart over and then break it.

Most projects have cut content. It's just part of the creative process. MGSV still tells a complete story and there's nothing noticeably absent save for the conclusion to Eli's arc (which is definitely an issue, though a lesser problem in my opinion; TPP has worse issues).
Spooky ax murderer Chico looked pretty dumb anyway. He was better off dying in the helicopter.
The only thing cut shown in the artbook is Mission 51, Chico and the Battle Gear.

Guards actually have good positions and patrols that allows them to scour the entirety of it, there's no single entry point that isn't checked once in a while, most hiding places are regularly checked as well, there are many more obstacles in the way which both allow you to sneak around, as well as the enemies to come from unexpected angles, and there's no real overhead position from which you can spot and mark everything.
In TPP, camps are spread apart, with few buildings, they're surrounded by high places which makes spotting everyone easy as fuck, and their patrols are shit.

Not really. The story is somewhat meaningless without TPP to expand on it.
It's hardly a complete story, it leads nowhere, has no closure, it feels disconnected from the rest of the series, and if you aren't brain dead, you can see plenty more things have no conclusion, like Kaz which Code Talker tells you to be wary of, Ocelot who plays NO FUCKING ROLE IN THE WHOLE THING, and a good dozen tapes that were obviously repurposed cutscenes.
30fps for the vast majority actually, the fox engine is a work of art.
I think mgsv should have taken the open level approach as opposed to open world, it would have made it better because it would all be as polished as camp omega.

MGS1 took place entirely on Shadow Moses, a small Alaskan base with lots of places to play around with technology.
The tanker in MGS2 is my favorite part of the game because it gave you lots to play with, without it getting stale.
MGS5 is a literal sandbox with little unique content between each place you visit.

ground zeroes has actual level design, and good one at that (mostly). all phantom pain has is a bunch of huge open spaces with huts strewn randomly in between. that's not entirely true, there is some actual level design going on, for example that first village where you rescue kaz, but there are very few examples of that in the game.

One thing I rarely see mentioned about TPP is the lack of variety in side missions. That's something that personally really disappointed me. Hell, even Peace Walker had more to offer in terms of extra ops: Ghost photography, reviving soldiers, pooyan missions. The game is lacking when it comes to the side ops.

The fact that it was an open world game wasn't kept secret, the fact that you don't play as Big Boss wasn't kept secret. The only surprises were that it was a really bad open world game and the story doesn't do anything BEYOND revealing that you're not Big Boss.
Don't fucking compare it to MGS2. The Raiden twist was dropped 2 hours in and used as the basis for the whole story, the Venom Snake twist comes 80 hours in after you've finished everything and the game is already over.

In doing so, a broad range of capabilities are acquired, allowing one to flip the script and use said capabilities to shape said environment for maximum longevity.

Let's assume Chapter 2 gets Mission 51, a few new missions even, would it really change anything? Not really, the main story in Chapter 1 was finished. And outside of Mission 51, the story in Chapter 2 is finished.
When people talk about about the "real finished MGSV" they seem to imply somebody took a scissor and SNIPPEDY SNAP cut out major parts of the game all over the place, but this simply isn't the case outside the Eli arc, which we know the ending to. Mission 51 would have provided some more closure, but really, it would be pretty much the same game no matter how you try to spin it.

It does. Whether or not it's good is up to you. But the story does explore its themes, and Venom's actual identity is significant to various things.
Sure, the game's story is something of a footnote in terms of the greater continuity, but that doesn't really matter.
Sometimes less is better, and I'll keep posting that in every one of those great threads until you get it.
Same thing with Assassin's Creed: the first game, despite its simplicity, is the true gem of the series, because the sequels failed to fix its flaws, and only added a ton of poorly design and pointless features to try to hide this big empty void.
Despite all its flaws, AC1 really is the best of the series.
