You release it with high quality mod tools. Modders come out with mods. Valve hires them and gets them to make paid versions of those mods.

the positives and negatives are mostly consistent at this point, we can assume them to be true. it's a nice company to work for if you fit into the cliques and in terms of time off, but that same clique structure can lead to mismanagement and personalities overtaking projects. this can lead to projects and games getting abruptly left by the wayside as teams chase after the hot new project to work on. the hardware push is the most obvious example of this but a lot of the tertiary steam features like music and broadcasting feel pointlessly thrown in with no broader vision.
the fact that you think any company could create hundreds of small games a year shows you really don't know anything about how games are made, but the way valve works is that the established cliques and leaders decide what project they want to work on, and you either also want to work on one of those projects or you don't fit in at valve. you're not really going to get free rein to do whatever you want
