I've played WoW off and on since Vanilla.
I think it would be a fun, I wouldn't bother progressing seriously.
As for class balances and QoL changes, all I would really want is the ability to use the new character models in an option, and for them to correct game-breaking bugs found after prolonged play.
They would need to run at least a skeleton crew of devs and game masters.
But of course if they released a timed server, it would only take a couple of years before all the content could be explored, completed, and reran into the dirt. Then what?
I think they should make the entire world level scaled instead.

Guilds today can struggle to get 25 man together to raid mythic's and up.
How the fuck are you consistently going to get 40 people playing on, essentially, non-legitimate servers to raid somewhere where every other time you have tried you have wiped, to make things worse, you always wipe at say 1%. Remember, a quick run of MC (fully geard in say AQ gears) still took 3 hours. I could take under-geared guilds days, literal days of in game time raiding to clear a 40 man raid, if they didn't have tactics and the required resits gears/team play.
It was simply TOO hard core and unbalanced, it's now balanced and casual as shit.

Have all ranks of spells cost a % of base mana or have no spell ranks, and have underperforming specs function as mana batteries for healers and spellcasting dps

casual wow players wouldn't play on vanilla servers, only people actually interested in 1.12.1 would, so there wouldn't be a problem getting guilds, raids, pvp, bgs etc.
A casual guild wouldn't even bother to do the attunement or even stack up on fire resistant gear so taking them into accountability is useless.
They would probably only import the map and get rid of gear and drops that didn't exist at the time and keep specs the same as they are now. Of course questing would be the same as it was and more than likely would be where most of their time would be spent. In short if you were playing a rogue you'd be 7.1 rogue playing in a version of wow that at least looks like 1.0

remember, there is no LFR. in order to get 40 men online /vg/ have to make a thread, and those players know it's coming. there is preparation. And is probably usually the same people, or at least a very similar roster.

Except that doesn't happen, you have a solid number of people who are vanilla addicts and play on every single vanilla server and knows the game in and out. People have been raiding MC and BWL for over a year now on /vg/ every single week and will continue doing that again when nost opens back up
What? Majority of the hardcore players played vanilla wow, there is no reason for them to go back except for nostalgia, which will wear off when they remember just how much effort was required and there are noobs in the guild who have never done it and need to be taught.
You do not think people back in the day raided 'for fun' like they do today, right? Everyone raided to be the best plain and fucking simple, it was essentially not fun. It was required to get the best gear of the time to be the best on the server. When that is pointless, there is no reason to spend thousands of hours in MC trying to get the legendary drops.
It's pretty easy to tell when someone didn't play vanilla end-game. Because they actually want to go back and experience the hell first-hand.

I have played private servers with more of a population than that. Now remember, majority of them won't even hit 60 as they run out of quests and have to grind.
Then you need to cull the number again for the number of people who actually have it in them to consistently raid. If you think making 1 hour to do mythic + one boss is something, try clearing your whole fucking day because your in a pleb guild that cannot get past Magmadar, and if you were to leave because you were getting angry/bored, it would fuck it up for 39 other people and you would most likely lose some DKP and even get yourself a g/kick.
If you compare the average raider from vanilla to the average raider of today, most people would crush the shit out of vanilla mechanics.
Till late AQ40 and Naxx most bosses had one to two mechanics at best.
That shit is on the level of normal/heroic bosses today.
