American Conquest has cool fortifications but they're just static constructions. It's a weird game but turtling with forts feels really cool.

If it counts, State of Decay lets you build bases including sniper towers and shit.

It's very basic but is fun. If pirate it and play it a bit to see if it's your type of game. The building is very limited.

State of Decay is flawed as fuck, though some of the technical issues have been fixed up with patches. That said its massively under rated, would recommend.
