On the other hand, if Dagon would take over Mundus in oblivion, once the merge would complete he would have absolute power in his new realm again.

If a being, irrespective of its current power fills a different role on a meta level, it can become that, that's called mantling.
It is extremely rare, hard and complicated to achieve, but when done properly you "walk" like someone until he "walks" like you.
Think of spheres and roles like James Bond on a universal scale, different actors can play the same role if they fit the parameters, and the narrative/auduence wont even make a big deal about change of the physical carrier of said role.

Through shivering isles Sheogorath forces you to become him though trials that he sends your way, culminating in you creating your own staff at the core of the plane and taking the seat of power.

Essentially your power and abilities matter only as long a you are part of the narrative and play by the rules, once you find out how to fuck and cheat existence it becomes very different

Depends on context, it's usually just a play on words of how Vehk is several identities and yet the same being, or how Vivec is son of Vehk, so he is his own son in meta sense.
It's mostly just clever play on words that's meant to sound esoteric and cool.

Oblivion fucked hard with culture and aesthetics of one region but brought a lot of new lore, good lore, to the table
Skyrim was very bland and generic with no real big major lore fuck ups, mostly small retcons here and there, but in turn it had a lot less new interesting lore.

So oblivion fucked up more but did good more while skyrim was mediocre both ways.

Wulf was the most successful Shezzarine
Hjalti, the main person behind Tiber Septim identity either Mantled lorkhan or was also a Shezzarine
Same goes for Zurin Arcturus
Basically three manifestations or soon to be manifestations of Lorkhan together forged an identity that would become Talos the God.
All of this involved intricate metaphysical fuckery and time fuckery.
In the end you get a God that is acting like a son/continuation of another God because he was originally three manifestations if said God...yeah.

There's this and then there is THIS. Vehk and Vehk in a nutshell. Vivec understood that there needs to be a personification of him as a diety, but that that personification doesn't actually have to represent the real him (like hillary's public and personal stance), then he went and told everyone his plan so no one can call ruseman on him. Others understanding there are multiple sides of an absolute was needed for him to become who he was, in his mind.

Found a staff that summons a giant meteor that does a bunch of damage but takes a filled grand soul gem for each use. The thing actually breaks due to its strength and you have a repair device with it after each use. It even has its own lore behind it, pretty neat.

Even if we ignore muh jungle (which is actually a legitimate complaint) Oblivion didn't nail the setting and the culture of the place at all. Skyrim is more bland but at least it gets thing right.
One of the most important things that is missing is the lack of differentiation between the Colovian and Nibenese culture.

Lorkhan basically was the first being to discover CHIM, but his divinity burdened him and his identity, hence why he created plane of mortality.
A mortal version of himself through same knowledge that original lorkhan could not use could already get CHIM, and after that he also got full divinity/bond with Mundus.
Basically, Talos is a master plan to create a better version of himself by Lorkhan, many eons in making. Still Talos is not the end goal of his plan but a part of it
