People link her to the "Camellia Girl" character that was popular around the 40's. The character is just a girl who sells flowers to help her family, but they're so poor they eventually sell her to some street performers and she's forced to perform with them.
Later, in the 90's some faggot made a OVA anime with the same basic premise, but with the performers being a bunch of pedos who try to rape her.
This created the ideia somehow that in Japan "girl selling flower" is a slang for whore.
