Fighting games were obviously still around but they were nowhere near the level they were in the past, only Tekken was really pulling good numbers at that point because it had home versions for the playstation.

Idk about popularity but ill have to say it will be pretty hard for games to get at the fun levels of third strike and guilty gear xx ever again.
For as much of a mess that third strike was balance wise the game is just too fucking fun, the sprite work is also fantastic, same for the soundtrack.
Guilty Gear was alive and well while SF was dead.
