Gabo to Ruff makes sense and is actually a logical localization decision, which is outright amazing for the the group doing Dragon Quest.
In Japan, "gabo" is their generic dog noise, which is all Gabo/Ruff is capable of doing when the party finds him. In English, that noise is "ruff."
He's called Gabo in Japan because all he can say is Gabo, and he's called Ruff in English because all he can say is Ruff.
That's why I was pointing out that you can just default to the Japanese. There's no consistency when looking at the western versions. But the problems with the western translations don't stop with name changes. I honestly think Dragon Quest IV on DS is the worst localization for a game I've ever seen. And I played games on the NES-PS1.

Dragon Quest VIII changed all the characters to have British dialects, because the localization director (guy by the name of Richard Honeywood) was quote "tired of doing straight translations." But regardless of the changes, the game did well in the west.
After that, Richard Honeywood didn't work on any of the later translations. But the head of localization in SquareEnix of Japan, seeing how well Dragon Quest VIII sold, decided its success must have come from the localization choices. So each game after that had a heavy emphasis on dialects. But they didn't just use variations of British like DQVIII did. They went full on crazy with the dialect changes for the DS and Wii games. And added tons of name changes on top of it. It seems like they have taken on a practice of changing every single thing possible. But its all being forced by the localization team at SquareEnix of Japan. Since this has happened over three different localization companies.

A few of the changes were due to technical limitations. IIRC some of the GBA ports had to shorten names to under 5 or 6 characters or else they wouldn't fit on menus and stuff.

Say what now? What are you talking about? I tried to find out if Gabo was a sound effect when I met him, but I couldn't find anything, and I searched the Nip side of the internet too.
It's a real pain in the ass, since I play the Japanese versions, and sometimes when I look things up in an English guide or map I get confused and end up having to use a Japanese source.
Manya and Minea's name changes to Maya and Meena was so strange too. Someone from Plus Alpha told me it's because Maya and Meena are real Indian names. So basically, made up names in a series full of made up names in a fictional world wasn't realistic enough, so they were changed.
The generic noise he's talking about is actually 'Gao'. Which is suppose to be imitating the call of a wolf/dog. Now it could be that 'Gabo' is some kind of comedic variation of Gao, but that seems like a stretch to me.
