no. my profile is "bugged", I also unlocked Blood Money suit after completing ~3 Elusive Targets, it was few months earlier before 10 Elusive Target was released. But I didn't unclocked Signature Suit with Gloves after completing 13 Elusive Targets though

What exactly can you do offline? Play all the missions? Unlock stuff? It is really confusing when always online doesn't mean always online.

Play the main/bonus missions. Now you can use the unlocks you have unlocked online.
Doesn't sound all that bad then. It is still odd that you have to unlock stuff during online play but it is not like you are going to be unable to play the game if the server shuts down in the future.
So I got the first episode of this game and its pretty fun.
Just need to ask though since I think I remember seeing complaints when it first came out. Is the optimization shit? Running an older graphics card sure, but still have to run things on low for more stable framerate.
I think I've encountered maybe 2 or 3 (minor) bugs, I don't think that would make it a buggy mess.

It's short if you only play each map once. But it's designed for people who like replaying maps over many times to complete the challenges and see everything.
