Play it for the story or don't play it at all, gameplay works but it's not fun and neither is it terrible it's just there.
Automata seems to fix that and it might end up being a real GOAT contender for some.

I'd say watch some gameplay first and decide if its worth it, if not than you can watch the cutscenes. However there are a lot of dialogues between the cast outside of cutscenes and a lot of written stuff in the NG+.
So if you don't want to play it just watch a playthrough with no commentary instead of just the cutscenes.
Either way you should read the Grimoire NieR on the wiki afterwards, since it explains a lot of the backstory and has some good quality short stories to read that expand the lore.

I'm stoked for FFVII remake, and the kingdom hearts 1.5 and 2.5 remix for ps4 as I've never played these games. I couldn't afford video games as a child, only watched friends play those games a little bit. I only had an n64 and original NES and all my games were played renting them.
