but there is. you get greatly reduced EXP for X amount of games and if it's competitive, you can get banned from it for so long

Well people don't seem to give a fuck because I had 4 3v3 games in a row where someone on the enemy team left in the third match because they were losing and all 5 of the remaining players just got kicked because it couldn't find a replacement fast enough. Waste of an hour.

3v3 is Arcade, nobody gives a shit about Arcade modes

What's the difference? A game mode is a game mode. There should be a punishment for leaving, saying "no one gives a shit" about a mode doesn't excuse this extreme lapse of judgment on the part of blizzard.

Not necessarily, I have been in games where we completely steamroll the opposition then for some reason someone leaves, next thing you know half your team is gone when it is your turn to attack/defend after wards

They turned an ez pz victory into a total steamroll because they leave for whatever reason.
