Vivec is actually referring to Vehk The Mortal, the person Vivec was before he ascended to godhood. It's kind of an admission of guilt, but Vivec is no longer Vehk even if he remembers being him.

He is the true incarnate if you will it. The prophecy is self-fulfilling in that sense; walk the walk and talk the talk and you become him. It doesn't matter if you were a reincarnation of Nerevar's soul from the very start because these things work retroactively. By the time you get Moon-And-Star you're Nerevarine.

There aren't any bodies around M-a-S, it's safe to assume if any random adventurer stumbled upon the Cavern of the Incarnate, and touched the ring, they would die. But you went through trials to get there, walked in the footsteps of Nerevar. The others tried to walk this path and failed.

I will always believe that Indoril Nerevar entrusted the tools and heart to Voryn Dagoth before leaving the Red Mountain to consult Vivec, Almalexia, Sotha-Sil, and Azura. They agreed that the tools and heart should be destroyed and returned below the mountain. There Voryn Dagoth had already been tempted by the Hearts power and siphoned a piece of it, becoming Dagoth Ur in the process. He refused to give up the tools, claiming he's guarding them. Indoril Nerevar kicked his shit in to the point when Dagoth Ur fled in fear of his life, but Nerevar was left weakened from the fight.
He asked his three friends and advisers to destroy the tools and the heart, but they felt the power from it and betrayed their King, friend, and lover for the promise of the heart's power.
