If you want the least controversial game, you'd play as an average german joe, who starts coup d'etat, tries to kill hitler, fails, and in the end helps the western front. If you want the most controversy, you go with SS-guy on the eastern front.

RTS games had german campaigns since forever, that's not controversial. FPS are more story driven nowadays than just a mish-mash of random missions that sometimes not even tied together, so it would require character building and antagonists and all that jazz to work properly. And that means you would have to talk about things people don't want to talk about.

Rather than edgy for the edge sake, I think it'd be way more controversial to see a game with a sympathetic german campaign. A young hans, who, while he may have a few harsh words for the juden isn't involved in any of the real shit. You play your game at the onstart of the invasion of russia, liberating the ukraine, mostly treated as a hero. You fight major battles, and then the tide turns. You're forced to fight losing battle after losing battle, being promoted simply because everyone around you is dead. You eventually end up special forces, going behind enemy lines to sabotage their supply lines to stop the advance where you get to see the russians mowing down pows and raping german women. By the end of the game, you've lost the battle of berlin and retreated with a few men on a march towards the american lines in hope of a surrender that doesn't end with you dead, and when that surrender is accepted, the american troops still spit on you.

Red Orchestra 2 has a nice German campaign, there's no bias in the slightest.
All the Germans also sound really young as they should and there's a lot of screaming and crying from both sides. For a game with no cutscenes or individual character stories it's still very emotional and real
