It's not that, there's a bug causing the performance issues. The developers have been posting a lot on the Steam forum for the game, and say they're working on a fix. Even the most unoptimised, shit port of Darksiders wouldn't be running at 20fps on a 390X if there wasn't an actual bug. The key thing is that people are reporting the same performance no matter what AMD card they own. It seems to run about the same on an R7 370 as a Fury X, so something's real wrong.
It'd be a valid question to ask why this wasn't caught and fixed pre-release, but it also launched with broken save game importing, broken achievements, random crashing on all configurations (I've had two in about an hour's play with a 1070), missing languages that were in the original (the dev posting on Steam thinks they might have plain forgotten to put the files in the final build), broken 21:9 support... the list goes on.
If it hadn't been free for existing owners, it'd be getting shit on a lot harder than it is.

The cutscene audio mix is also completely fucked. Voices are really loud and everything else is really quiet. Lipsyncing is also broken for a lot of people. Giant Bomb's QL of the console version showed it completely off in that version too.
