Nintendo didn't really like promoting Smash competively. They do it know, but only with Smash 4, and not as much as other companies promote their games in that sense.
Melee was on the verge of dying as a scene when Brawl came out and it started getting more popular, until a series of exciting tournaments started showing up and everyone wanted to go back to Melee. Also EVO 2013 helped a lot.

I think the key problem lies more in Nintendo's overall policy and philosophy past the Gamecube era. Smash is really more of a symptom of all that. When entering the Wii era, Nintendo kinda want for a more casual appoach with all their games to have a much broader appeal. This meant a reduction of difficulty and tons to tutorials in games like Mario, Zelda and Pokemon, as well as a more colorful and cartoony style for pretty much everything else. And in Smash, it meant a dumbing down of the mechanics to make it "fair to players regardless of skill."
The approach Smash Bros took post GCN era was to make the game balanced for different skill levels, rather than a test of skill like Melee was. And this was intentional in both games. In Brawl it was more of obvious with the introduction of Final Smashes, Excessive stage hazzards, and of course Tripping.
In Smash 4, it was much more hidden. things like removing momentum, making counters more powerful, adding the rage mechanic, and making recovery super easy turns the game more into a test of luck and endurance, rather than actual skill.
Melee was the only game to deliberately take influence from fighting games. The rest on the other hand went out of their way to go in the opposite direction.
This is why Melee fans clung to Melee, or made their own mods of that game to replace future entries of Smash.
It really bothers me, because while I love fighting games, and Guilty Gear is my favorite franchise, I still enjoy Smash quite a lot, and while flawed, it's still a step in the right direction for the franchise. And it's upsetting to see the potential in this style of play go to waste. Blame Nintendo ultimately, company went to shit the moment Iwata took over. At least games like Guilty Gear are still around and being bad ass.

Melee has a lot of precise and fast inputs you need to do to get different techniques. It needs a more skill than a lot of fighting games out there. I honestly think that most of the FGC people criticizing Melee doesn't even know what are they talking about, since they don't criticize the actual flaws of the game (like the bad balance of the low tier characters, that more than half of the stages are banned or that it has some bad bugs, but it isn't like Nintendo would patch a 15 year old game ).
