I think its a problem more to do with limitations than dumbing down. If they went back to limited voice acting im sure they could make the chat system far more complex than ever before.

What always baffles me is that you probably wouldn't have to look that hard to find bad shootings of black people, but the ones that become a big deal are almost always a wannabe thug getting himself shot
I've got a few suggestions:

This just makes it too easy, to be able to make adjustments to your weapons and armour to reflect your playing style is so straght forward.We should all just run around in the same suit of power armour at end game and the same 3 best weapons.

It's much more complex and in-depth to have a karma system which works on 2 levels: good karma / bad karma. This whole thing of making it so that your actions in front of different people have varying effects on the game and how the world around you sees you is so much more simple and straight-forward.

Why have a varied map to travel around? With different settings and environments to work your way around, giving more variation in the game. It's obviously a mucy more mature, high brow game if everything is the same dull, brown environment.

Settlements are so straight forward and make the game so much easier. The concept of setting up resources, man power, power, electricity, entertainment, harmony of each individual settlement, all the while ensuring it's defences are up enough to keep it safe, and also helping to attract new settlers really dumbed down the whole experience for me. It was much better without this. I much preferred it when we all walked round the exact same map with no variance or personal input to the environment around us.

I'd be happy with grunts, screams, sighs, the regular every day "I'm a live" type things from NPCs, and even just those lines of dialogue like "that should keep the powder gangers away" flavor things from NPCs you can't speak to
but having every NPC reply to you fully is just annoying. I know it's an option, but that option has made branching dialogue and quest paths not go as far since it's not feasible to have your actors go through every permutation that you would be able to write out
and F1/F2 did have voiced dialogue, but it wasn't everybody

It was much more challenging to be able to just freeze the entire game, versus any enemy whatsoever, to just flick through which enemies you wanted to headshot and with which weapons. Why they made it so that real time fighting was much more important, as opposed to just keep it 100% combat in VATs, I'll never know.....
FO4 is so dumbed down, I really hope they make FO5 like it was in NV or FO3...

The options are TOO simplified. A simple 'Yes' can mean a whole bunch of things in Fallout 4, and while I can't think of a specific example, I do recall a lot of situations where what the option was and what my character said were completely different than my expectations.

VATS sucks. pausing to go into your pip and take 40 stims and a turbo sucks. I refuse to use vats or go into my pip at any time during combat and it makes it far more realistic and emergent
vats is shit in 4 anyway, at best you bank crit shots and use them for headshots a mile away. with your pistol. that magically travels that far.
I do to a degree, nuking a group of raiders with my Big Boy is incredibly satisfying, however it's obviously more challenging to have increasingly difficult enemies.
How that makes it more dumbed down is beyond me....

I'm not sure how that is related to this thread but Riddick had really good melee system with blocks, counters, and even rushing armed enemies to kill them with their own guns.

The problem with new releases is they are developed by different groups of people, some of them have amazing ideas and concepts that make the game goty material, and some just manage to fuck the good parts up.
I enjoy Fallout 4, but the fuckwit responsible for the voiced protag, the level up system revamp and the abcd choices should be castrated, and the rest of the team should be whipped for the bug ridden unoptimized mess they released.
Yep, power armour played a much more important role in FO4, as opposed to just being an end game piece of armour (that basically you didn't even need by that point anyway). Standard enemies would also have power armour, such as raiders and super mutants also.
The power armour you get is low levelled, and requires fusion cores to run, which are rare items to be found in the early stages of the game.
Ignoring the fact that power armour is incredibly slow and cumbersome and requires you to take it back to a power armour station to repair it after you've taken a beating.
From having done multiple runs of the game,I can't fathom how anyone would possibly run the whole game with that same suit of power armour.
End game power armour and the various perks you can apply after having reached a much higher level, are what make the power armour much more satisfying and useful.

Yeah, if you resort to googling where to find very rare items in the early stages of the game then who are you complaining to about the difficulty.

I can't understand the concept of NV or FO3 being less dumbed down than FO4 when the combat (taking into account Fallout 3, 4 and NV are essentially FPS games) is clearly much more challenging in FO4.

This, It blew my mind back in the day when I played Oblivion and found that it was fully voiced pretty much 100%, but halfway through the game it gets tiring to wait for the characters to finish their lines. I'd rather have just some lines voiced rather than all.

Fallout 3 and NV weren't fps games. They were rpgs which used a first person perspective. FO4 is wasteland Far Cry. Skills are gone. Traits are gone. The main character has a defined origin and backstory from the beginning of the game. Dialogue is nerfed to shit.
The character building - the heart and soul of the franchise - has been reduced to "You levelled up. Put a point in a perk and fuck off"
It's not an RPG as much as it is an open world shooter. Like I said, it's Far Cry.

the power armor in fo4 is completely pointless because unless you are a total shitlord at rpgs, you will NEVER find yourself in a situtation where power armor is essential
fo4 is insanely easy, not to mention the fact that you can kill an npc that drops almost every piece of the tier 3 combat armor very early in the game so you can basically be in power armor 24/7 but without any of the downsides
even if you are a mega retard and for some reason playing on the bullet sponge highest difficulty without getting the mod that changes it to be 300% damage recieved and 300% damage dealt instead, you can just abuse the incredibly broken sneak perks and use a sniper rifle/railgun etc. and do ridicoulous sneak headshot damage to the more difficult enemies
on my last playthrough i had maxed out all the sneak perks and silenced damage perk and had a silenced fully upgraded railgun with the 2 shots legendary mod and my sneak attack would one shot every single thing in the game, literally git gud
