Quake 2 - Kickstarted 3d hardware acceleration aka video cards. Once again not the first, but it's the game that got it moving.
Counterstrike/Quake 3 - Putting them both together since they did the same thing. They started early e-sports
Crysis - Really showed off what was capable with 3d graphics.
Ultima/Wizardry - Their systems would be copied in RPGs for years to come, even outside PC games.

I'm mostly an FPS person so the list is skewed to that. I'm sure people that enjoy other genres can list games that were influential in their respective areas.

The japanese PC scene didn't really leave the archipel. And most of the PC games from there were either arcade conversions or already influenced by them. Then most of it died by the time the Famicom became huge, and became a platform for VNs and eroges.
So no, japanese PC games weren't really influencial compared to the western counterpart.
