Technically yes, but depending on what you're upgrading to and from you should make sure you have a psu of sufficient wattage and have the correct power connectors.

check your case is wide enough to fit the card, check that your PSU is stronkg

boot up in vgasave and install drivers, restart

update drivers and benchmark

install ntune and tweak timings up higher

bench, repeat, bench until crash

roll back to last successful settings, typically youve now OCed the card to about 115-125% what was on the box

what rez is your monitor and what you looking to do?

1060 is actually a step down from the 1070/1080. If you really want to do gaming and not just building an overwatch rig you need to step it up. The cost per performance of the 1080 is way off though. Way more expensive for a pretty small boost over the 1070. Right now I would say the 1070 is the best card on the market.

Looked up the specs, it does have a PCI-e x16 slot. His case is too small for a large PSU but a 400W should fit, I used to have an HP case as well.

300W can more than support a new GPU. They're incredibly efficient.

Running games at console settings and framerates is about the same difficulty it was in 2013. The only difference is 60fps is harder to achieve, most games are "designed" for 30fps so it becomes harder and harder to hit 60. Also the requirements for ultra setting require beefier hardware, but that's mostly because devs just throw whatever tech they want into ultra.

It's not about performance, it's about fan speed.
The fan is running to slow, if the CPU overheats.

If you have an extra cooler you can easily get it to 4.4 or 4.5GHz. But you probably won't need to upgrade for another few years at minimum.

Battlefield 1 I believe is the first game where performance is dramatically improved by using an i7 or 8 core AMD processor. GTA V also benefits somewhat. Other than that clockspeed is still king, as long as you have at least 3 cores you can run every game fine.
