Because it's not a relief map.
I don't know what game that is but it looks pretty good to me. I hate the city, would much rather chill out in the countryside.
The map was good enough, but the removal of vigilante missions, and there being no new game modes for assassinations and bounties was what killed it for me.
Scouring the desert looking for a mark as Trevor was quite fun, but it only lasts for what, five missions? The best map in the world is worthless if you remove the activities that make use of it.
It only had one real city and the rest was just boring filler crap.

you obviously never played because It takes like 5 minutes to cross the map in a fairly fast car on the highways.
The game was much smaller than it currently is before they decided to go with the 8GB day 1 install on PS3/360. The install let them make the countryside huge rather than a small footnote above the city. But then they didn't fill that with nearly as much activities/other features as they should have.

Because of the way that it's shaped. The main outline is a tall single oval, with the majority of the points of interest being near the start of the game, which means that it doesn't have much sense of progression.
Another thing to consider: it doesn't have many notable towns or locations outside of the main city. There's the Trevor area and the army base, but not that much else that is really a "core location". There's a few villages and some interesting oddities out in the countryside, as you would expect, but not much else.
If they went the route of San Andreas and added some more towns, cities, airports, train stations, etc, it would be way fucking better.
I don't exactly blame them for not putting so much in the game. It probably took them forever just to make this game. Needlessly to say Rockstar probably started working on concepts for GTA 6 before 5 was completely released. Perhaps now that we have advanced a generation they can one-up this map.

Think about this carefully, there was little to no footage of the actual full map in most of the promo materials, a person that didn't follow everything 100% could have easily missed it. If he's not interested in GTA there's no way he could have known.
