A decent start.
The building destruction was surprisingly fun but the lack of diverse weapons, locations and people to kill made doing more than 1 playthrough uninteresting.
A sequel that improves on these things and tightens the gunplay up a bit could actually be a game worth recommending.
If I made a sequel I'd be tempted to try a sandbox open world or connected maps with lots of things to discover whilst on your rampage, the escalation up to military response being a timer to keep you from doing everything in one go. Perhaps end each run with a news report to recap what the player achieved and how high the bodycount was.
