i should specify that the laptop is a Christmas gift, and possibly already purchased. I have no say in the laptop.

Well for one, it depends on which model you get, since there's several tiers. If you go for one with shittier components you won't really get anything out of it. And two, it runs on linux, so some games you'd want to play might not be on it.

I guess do some research on what model and find out of there's any make-or-break games on it that you want

He hates himself even worse,because he's getting a Steam machine. There is zero point to their existence, it doesn't give you anything you couldn't get from PC, and you actually have less options in terms of games.

Could say similar to consoles, but they actually have some exclusives (even though its bullshit for this to be the case)

the problem is if i replace whatever burned up its still a dell xps dual core from 2007. I might attempt to build a new pc, but there are alot of decent used desktops out there for cheap

This is untrue. A buddy of mine brought his over awhile back. His had the option to load up as a steam machine os or windows 10.

Check out newegg.com I got my laptop, which was close to $1,000 brand new, on sale for $400. It's an ASUS ROG i5 with a Nvidia GTX 660M and I have yet to find a game that my laptop struggles with(I also keep my laptop up to date and I do monthly cleanups to get rid of all the unnecessary shit in my laptop) you can find a decent laptop for pretty cheap if you know where to look. Also check out Best Buys open box deals, there should be plenty coming in the next few months as people return laptops and computers for various reasons. You can pick one of those up for hundreds less that the full price
