I'd say while VI and XII didn't have definitive protagonists, from a story perspective I'd say Terra and Ashe were the most important. Basch was originally supposed to be the main protagonist but still. And even if he is closer to being the main protagonist he didn't have a love interest either.

But yeah, there was more shipping focus starting with VII. I guess they saw how well-received Tifa was and waned to go more into that, though that would mean that they misunderstood why she was so popular.
