I think it's more that Japan treats Amazon like western haters treat metacritic. So they flood a game's page with one star reviews for one reason or another.

Westernfaggots review things by fun and the enjoyment they got out of something and will usually give it a 5/5 AMAZING review, not what a product deserves regarding the content.

Jap games are long since down the shitter, only weeaboos and nostalgiafags play them and consequently they get rated well regardless of the quality of the game. Japanese rate their games more objectively and provide more accurate, unbiased reviews

The issue with a lot of reviewers is that they're so set on delivering a score. Like just talk about what you liked and why, and what you didn't like and why. Not some shit they do with indie games like 10/10 amazing story because it is

Amazing how a fastfood enthusiast who reviews McDicks and Burger King with social awkwardness has more common sense and intelligence than the average westerncuck. He even has said many times that he will never give a product a 10/10 because nothing is ever perfect, and the fact that something is edible (or playable in our case) doesn't deserve the lowest score possible on the chart.

It's the only site where you can voice your opinions about something you've never played or bought and feel "important" for voicing an opinion. Steam and Amazon usually requires you to have bought/own the product before reviewing it.
