Yes you probably can (if you pick the shittiest parts from the shittiest brands). But you'll still get the performance and visuals of a console.

$800 is minimum for PC builds. If you spend less you'll regret it in a heartbeat.

First of all, the CPU is underwhelming, the motherboard is underwhelming, only one ramstick for no real reason, dual channel > single channel finally the PSU makes nosense this limits the build totally from upgradability.

You could probably just scoop out the CPU, PSU and harddrive and toss it into a new case with a better MB and some RAM, maybe a 1060 as well. It'd be cheap as fuck and work better than a full rebuild.

A proper GPU for 1080p is either RX480 or a GTX1060. But remember to get most of it, you will need a good CPU and a good CPU is a i5, if you're not into overclocking you can get a i5 6500.

I come from years of playing on real toasters(last one was an Athlon 64 4000+ Single Core, 2GB ram, 9800GT 512mb), I'm so used to very subpar performance that even in modern games I don't necessarily look for top performance, even low-mid settings are more than ok and lowering graphics in games to make them playable is not something i'm against if the hardware can't make it.
Notice, I will probably not be able to upgrade any part for a couple years or more, so...take that out of the equation.

Is it too much to ask to avoid AMD for any part at any cost?

gtx 1050ti, i36100, a decent mobo, 8gbs of ram. 500w psu it's more than enough. Assuming you use your old peripherals, you should stay within your budget and still get a very good system.

In games where the CPU has to handle the most stuff you will suffer and in games where GPU has to handle all you will see no difference compared to an i5 or i7.
You can get a GTX1060 without any problem if you OC the CPU.
