Perception is the only one that really matters. Consider the Trigger Discipline trait as well

Also, put charisma at 1 for extra points. Charisma is super useless, even if you're going for a speech character.
Unless you are some kind of clown using VATS, just dump everything into Endurance and Strength. Get like 4 Int for SP perk.

I recently did a sniper playthrough of new vegas, specifically modeled off the TF2 Sniper, it's easily been one of the most fun playthroughs i've had:

Tag Guns, Sneak and a 3rd of your choice ( i chose survival considering TF2 sniper is australian)
You will not use any weapon this isn't some form of bolt action rifle, sniper rifle or an SMG (yes this involves using the varmint rifle for a large portion of the game). Your Melee weapon is the machete until you can get the machete gladius. Any weapons and ammo that you cannot use, sell at the first oppertunity (you will quickly become the richest man in New Vegas)
Your playstyle is to hang back and get sneak attack crits from a distance, so take perks that will help fit that playstyle. When you get the oppertunity, take the lighter weapons perk to drop the STR requirements of all weapons by 2 and buy a STR implant from the New Vegas clinic. This will let you use the Anti-Mat rifle. At that point the game becomes easy mode.

High enough perception and agility for all useful perks, you can also start with the small frame trait. Extra crit chance from luck is irrelevant for guaranteed sneak attack criticals but you probably won't snipe all the time, there are occasional choke points and corridors that will make it useful.
If your charisma isn't 1, you're doing it wrong.
Strength depends on the ST requirement of your endgame weapon and if you'll pick the weapon handling perk. 3 or higher at character creation, 2 from reinforced spine, 1 from the implant aim for 6 or 8 at endgame. Gwet the must perks like better criticals.
Improve guns, sneak, and peripheral non-combat skills like lockpicking, science, speech, whatever you think you'll need.

Just finished Dead Money last night.
It's time for the long walk again.
I picked up a mod that made stats affect skills less from the beginning, and it nerfed barter (i can buy a stimpak for 220 caps), and even just with picking the normal shit up in a playthrough, I'm rich as hell and have never sold a gold bar. Only did that walk once, never again
this game just throws caps at you without a good dump for them.

You can't quite do big guns because it's not a stat anymore, but yeah it's fine if you spend a couple days (in-game) buying up enough ammo
To be fair I had precisely 120 caps to my name after buying Two-step goodbye so it felt in-game appropriate to go risk it in some toxic trap full of assholes for loadsamone. You're right in the game needing more stuff to spend in. All I think Im missing is augmentations and some furniture for a new Lucky 38 mod.
Time for Honest Hearts and see if I can actually finish Lonesome Road this time around. Fuck OWB.

i just can't STOP knowing where to loot things, and to not do it tickles my autism
Explosives and repair for bombmaking. It's very effective to play like a trapper or just bombard everyone once you get a nade lawnchair. A melee weapon helps if they get in close but you should set a minefield to defend you beforehand.
You'll find the Detonator is your best friend.
What overhalls should I use?

Use the good old combo of jsawyer, CCO and Project Nevada (sans the rebalance mod),

If that exists, it should be a HEAVILY nerfed Perk. As in, you can only get that if you have certain special for it, and it takes several perks to upgrade ti to be half decent.
Just random max payne powers on a character is pretty OP.
Is there any mod that amkes people move more realistically in Fallout? Everyone has perfect four way running and it makes people hard to hit. Real world people are much easier to hit.
It's pretty shit m8, it's not Max Payne tier. If you use every possible cyberware module to upgrade it it becomes good

Honest Hearts (level 8ish) > Uninstall Dead Money > Old World Blues (level 15ish) > maybe lonesome road if I'm using ED-E
The bullshit about OWB is that enemies just blatantly spawn in front of you, the robot scorpions have SO MUCH HP, and they EXPLODE when they die, damaging you.
