The Shadow Broker secretly financing all this is makes too much sense. That would actually tie it in to dialogue from the original trilogy which inplied he had plans to survive the cycle.

I will honestly be pissed off if Bioware ACTUALLY makes Mac the head writer again, since he was originally just a "well, I guess we're stuck with this guy now" after Drew Kapryshn left, only for Drew to return to Bioware last year.

This is why the Shadow Broker to send it makes all the sense in the world. All this "muh resources" "muh exploration" could just be window dressing while the actual purpose is to create an ark for the galactic races.

That just shifts the stupidity around but doesn't remove it. The whole plan still relies on an absurd number of people being convinced that sending an incredibly dangerous mission to another galaxy over the course of centuries is somehow worthwhile.
You see at the end of LotSB when you get to use the Broker's network to influence affairs that despite all the power and connections, the Broken doesn't always get their way. A project like this would require too many people on too public a scale to ever get past the "Why would we ever do that?" stage.
This is the same Bioware that pulled a large army and crazy fleet out of cerberus ass. The same cerberus that only had small cells, and had to throw a large fraction of it's budget at reviving shepard and making the normandy 2...
