Only barely. The industrial system is hilariously easy to exploit and the market algorithms are so convoluted the devs themselves don't actually understand what they do so they can't fix it.

What I said is that the difficulty in approaching these games is that often you don't know what's the proper order of operations to stabilize your economy/industry, so you feel adrift with no guidance at first. That's different from, say, learning how the basic combat in a game works, because even though you know the basic rules the game can still be hard to play due to the mechanic skill required.
In Paradox-style grand strategy games, once you realize what basic steps you require to reach a minimum of stability, a lot of the apparently difficulty simply dissolves away, and the challenge/fun comes from manipulating these systems for your own ends, like accumulation of power. This is true for all of their franchises, from Europa Universalis to Victoria.
Which ones? I'm so OP now that I think I can easily fix any of them except maybe russia.
It's more that going in there and fucking with shit would take way too long to get working properly again while actually improving it.

a lot of people will tell you that they find learning grand strategy games difficult. you can chalk that up to stupidity or whatever you want, but regardless it means they are difficult, and rephrasing it to "you just have to learn this stuff that you're having trouble learning" doesn't change that.
Because difficulty that comes from having to learn what systems there are in the game and how they can benefit you is different from difficulty that comes from the systems themselves being challenging.

Map aesthetics supersedes dumb stuff like culture and linguistic divides. Frances natural borders are clearly the left bank of the rhine, even though some g*rmans happen to live in that territory.
Proper borders is a combination of owning all your rightful clay (land your country traditionally owned + any you think it should have owned) and aesthetics (minimal jaggy edges, enclaves, etc.)

The difference matters because the way the difficulty in this game is structured doesn't really require a time consuming and difficult learning process, but is just a relatively simple matter of learning in what way the systems that the game presents can benefit you, and in what way you can interact with you. Less "alright, let's pre-plan each step I'll take for the next fifty years in this campaign meticulously because the systems are hard and need careful control from my part" and more "oh, I guess I need more bureaucrats in this state [click]"
