A couple of friends of mine have it on W10 and it runs flawlessly though. I don't like the 60fps look on this game, but you can lock the framerate.

Jumped into this thread and wanted to see for myself, haven't played in a while. From what I can tell I've gotten about a 10 fps increase for my gtx 980 and all stuttering is gone for me as well. I also wasn't able to max this game out before and now I'm able to.

No, racing games have always been devoid of content.
Games like GTA V killed them.
Microsoft only keeps pumping out Forzas because they are one of the few franchises they have that people once cared about.
Every Forza game sells less than the one before.
Hell, Forza Horizon 3 didn't even reach 1 million copies.
Even GT6 sold like a third of what GT5 did.
