Because it's not a product. It's a fan made mod. It's not a free to play game, not a mod for a real game, just a standalone project without any right to advertising, exposure or monetization.
EA just decided to let them get away with using the name. Officially it's nothing.
Steam gamers are basically console gamers. No self respecting PC gamer who started in the early 90s would want to be associated with those kiddies and their closed platform for indefinitely renting multiplatform console garbage and indie shovelware.
That being said, there is a way to link it to steam, and I think steam is required to permanently claim a nick on a server or something.
But you can't and probably will never find it on steam.

It CANNOT BE ON STEAM. They don't own the rights to the IP, they cannot put it on a distribution platform used to market/publish games. They don't have the right to.

You gotta play the game during like 5 or 6 when people start playing, it's like an arcadey battlefield with bases you can destroy but pretty fun to drop in and play
I was a huge fan of C&C Renegade back in the day so I was really excited to try this out when the first open beta was released. I had fun for about 15 hours and then all the problems of the original started coming back to me.
Even if this was somehow released on Steam or had advertising, I don't think it would ever have a sizeable community. This kind of game is a relic that belongs in the past.
renegade X would be so much better if the devs decided to make some maps that allowed for more open gameplay. every single level is this ridiculous chokepoint meatgrinder that's cool for a little bit, but quickly gets really shitty.
This, the maps are god damn awful. Field is the worst example of chokepoints.
