The american names where chosen first with great care by the creators as the original names, as they paid homage to early monster movies, but they had to change it in the japanese release because the audience didnt understand the references, but they were able to have them back for the english localization.

At that time, it was a huge nono for legal reasons.

The only name change that's better in the Japanese version is Huitzil vs. Phobos for actually sounding Mayan instead of Greek and maybe Zabel vs. Raptor/Rapter for the alliteration

I think Darkstalkers / Vampire isn't a terribly great fightan game series, but I will admit the designs of the characters are pretty badass. The gameplay just doesn't stand the test of time. However, I would go gay furry for Jon Talbain.

Gallon is likely a corruption of Garou, so foreigners wouldn't get much out of the name.

Lei-Lei is easier to say but Hsien-Ko is still a good name.

I always like Lord Raptor a bit more than Zabel.

Also I consider Huitzil a much catchier name than Phobos.

Darkstalkers push may have failed (Capcom didn't exactly do a great job on that) but we still have Morrigan show up everywhere plus MvC like to to have left field characters. Not many characters are completely out of the question.

MvCI will have little to no "out of left field" characters because

A. 2v2 Immediately points to a smaller roster, especially with a model of adding characters over time.

B. Marvel Synergy means predictable characters like Captain Marvel and bland costumes like Tacticool Cap.

From what we've seen Infinite seems to be reusing a lot of assets meaning they can probably bring back a of of characters from 3 on top of new characters.
Outisde of speculation there's no real evidence to point in either direction who can or can't get in. At least on the Capcom side.
