It has been a while since I played a Call of Duty, and I was thinking of picking up Infinite Warfare on PC but it flopped so hard it's not even funny.
Is Black Ops 3 still worth picking up on PC this close to 2017? Any reason to not get the Starter Pack if I care little for the campaign and zombies? And how dead are the DLC playlists?

The campaign for BO 3 is my favorite since MW.
I'll probably play it, but more likely than not pirated so I don't have to spend $70CAD on it.
No one plays CoD anymore. Wait like 3 years for their inevitable reboot since Blops 3 and IW did so terribly.
Everything is still alive and well, you might as well get the starter pack.

BlOps 3 still has more players on PC than Infinite Warfare does.
It had an interesting ending but that's it. The shooting was really unsatisfying and they really fucked up the WW2 flashback levels by not throwing in guns from that era.
It also has nothing to do with WaW or the other Black Ops games aside from mentioning Nova 6 at the end.

I borrowed it from a friend because I genuinely wanted to have a shitty summer blockbuster game experience and got that garbage. I can't believe I ever complained about Ghosts' campaign after playing Blops 3.
Get Titanfall 2 instead
I have Titanfall 2 baybee, but it put me in the mood for something smaller scale but still stupid arcadey since all the shooters I'm playing right now are Titanfall 2 which is pretty large scale and nuts, Battlefield 1 which is pretty large scale, and Siege which isn't stupid and arcadey.

I think the series was wrapped up well. The lore and easter eggs and the spookies really kept my attention.
