I literally have never understood WHY the Culling was supposed to be a controversial move. As I understand it, choices were:

Not really, but it was still the early stages of the plague and they didn't understand it. Uther thought it could be cured.

No, not really.
His purge shit didn't do any good and just alienated him from the only people who could have helped him.
There really wasn't anything he could have done to save Lordaeron, but there was no need for him to get himself turned into the Lich King, and instead of killing Uther he could have worked with him to fight the Scourge and mitigate a lot of the damage.

Really though the main fault lies with his father for ignoring the reports of plague in Northrend, and with all the kings of the other human kingdoms for being total retards. Greymane especially was a piece of shit.

Arthas didn't even try to explain fully to Uther what happens. And Arthas wanted to slaughter everybody, surely not every person in Stratholme ate the grain?

Because in the end, the culling didn't do shit all.
Either way the entire city died, and either way Stratholme became a major bastion of the Scourge.
