Ullysses was trying to say that the NCR and Legion Hegellian fight were worthless shit wars and that the problem are ideologies themselves. He had a village where he found comfort, the Courrier (you) brought them a package not knowing its content which resulted in the death of everyone. He came to the realization that ideologies and factions are worthless and it would be better if people made their own communities which would be united by couriers. People like Goodspring would defend themselves, become self-sustaining and live their lives as couriers just go from one place to another delivering the mail and supplies. His main issue is that ideologies fight for ideological reasons and not for the sake of the people.
The NCR was fighting for democracy and the Legion was fighting for the sake of being an opposite to the NCR.
He was mad at you because you were the only person he could direct his rage. He never hated you personally, but he needed someone to blame because you can't blame ideologies. Who do you blame in the NCR for following the package and destroying a village for it?

You can't have amnesia though since you can tell to that singer in Novac that you've been to Reno. Also when you start HH you can tell to Jed that you haven't been in Utah for some time and didn't know that there were problems.
