It didn't. The Dreamcast actually did pretty fucking good...however there's a few things.
It didn't last, especially because of the PS2 having a DVD player, which Sega opted out of having.
Sega was bleeding money and not because of Shenmue. Yu Suzuki confirmed that Shenmue was never a budget issue, since VF3 and VF4 arcade revenue payed for it AND THEN SOME.
