Blue is casual.
Red is easy mode. One shot scrub enemies, extremely easy to get optimal damage as you can easily swing everytime an attack is avaliable.
Green is pretty much always the best option for PvE. It will result in more consistent damage over time since misses don't mean as much. And assuming 100% accuracy you don't gain or lose any DPS compared to the other options.

Enemy spams a special invincible attack every 2 seconds. Thus in 50 seconds red does 50 damage. Whereas green does 25 damage. This is assuming optimal gameplat. Extreme situation but you get my point. Green needs to attack every second whereas red just needs to swing once.

You lose some DPS, but if you cannot continuously hit using the red sword, then there will be periods of time where your DPS is zero (assuming that the attack speeds are attacks per second).

Any balanced game would make a swing from a red fag unstoppable.
Green will always be best option, as it gives more DPS and can give you options on switching targets. So instead of wasting that 50 attack on a enemy with 10 HP, you can just hit it 10 times really quickly and switch targets.
It also comes down to numbers, say the "speed" is seconds, okay well then 1 attack over 50 seconds is already better than 50 attack over 1 second, since you don't have to waste it on one single target. Blue sword is the most balanced though and would probably be the one I would choose.

I can't think of a single scenario where the green sword isn't the best.
Think about it.
In the time it takes you to swing the red sword once, I would have swung the green 50 times.
Since there are no times associated with the data, I can't give you a specific time duration.
But say for instance, I step into attack. We're both swinging our swords but you take 1 full second to swing, while each of my swings take only 1/50th of a second. So all I have to do is swing 49 times - then step back. Your swing is completely negated, I have taken no damage whereas you have taken 49 points of damage. Rinse and repeat.
Green is too short and requires you to basically hug the enemy to get the most out of it
Red is too slow so if you miss it's extremely punishing, can't really be aggressive with it because of that

look at it this way, lets use "speeds" as a measurement. 1 attack per speed, for the green sword, so u need 50 speeds to kill someone with 50 hp. But just 1 speed with the red sword and you're instantly dead. i'm really imaging it like the green guy is swinging it 50 times rapidly dealing 1 damage each time, while the red guy just swings it once and wins. Cuz that's how it usually works in Dark Soulds

green requires you to continuously hit in order to keep up with other weapons. Bosses usually follow a pattern where they wont let you do more than a few attacks at a time. In PVP its different because player can always dodge/block your attack, but its hard to do against very fast weapon
Red is for when you use a skill that does X+% dmg depending on your weapons dmg
green is for when you have a poison with X% to hit, more speed = more chances for it to hit and proc
