Just block the person. If they continue to find ways to contact you it's harassment and you can report them to game admins and get them banned. Harassment is usually against the rules in most online games.

I had some person way back in GW1 that I've had to block, but they get their entire guild of retarded children to pm spam me. The block list there had a limit, so you really had no choice but to go into "offline mode" and take screenshots and send it into ANet admins.
