Yes which is beyond retarded. You evolve to adapt to what works best for your species. If anything they basically should have become the new hyrule family, like they should have had the towns everywhere, under water castles and shit like that, but when your hero can't swim for shit IN A WORLD OF WATER, then you can't have a cool species that does swim or you would be forced to do something with them.

That's not how evolution works at all, but this isn't the thread for arguing that when the actual answer is they were given a magic feather from an old dragon.

they were big fish in a small pond. zora that never evolved couldn't compete in an ocean full of god knows what and were probably wiped out. the branch that evolved into birds maintained their safe little niche outside the food chain.

I was under the belief that the water wasn't just a great flood, but totally deoxygenated.

The Zora couldn't breath it, so they became bird people.
All of the monsters that live in the water have to surface to breath too.

I don't know why I've felt this was the case though.

The godesses didn't want them snooping around old hyrule, so they told them to fuck off into the sky.
