Probably the best thing about mods is that they're passion projects, they're made by people who actually give a fuck about what they're making over the profit they make from it. They're like the game industry used to be.

I don't think they should be implemented, but the reason is not because they cost money.
The reason is because if you need to charge for mods, then free mods most likely will get blocked as the company is not making money from them. This means that they will stat getting regulated and that kills them for me.
If I ever buy skyrim is most likely because of the sex mods, regulated mods would make installing them even more annoying that it already is.
If you are going to let people give them away for free still more likely than not they will be regulated as they are a source to generate money, meaning a lot of laws will start applying to them.

mods were never meant to be a business model. It's been a community with the understanding that either the creator works on a mod as labor of love, or they will get donations by people who want to support them. Not everything needs to be a business model, a way to generate revenue, or monetized in any way.

Best way for mods to stop becoming microtransactions. As i have said before, the only way is allowing donations so at least good modder can get recognition they deserve, while allow ameture modders to want to excel since there's an obvious reward system if you're good at ya job.

I would have spent thousands of dollars if every single mod I have ever downloaded for a Bethesda game was priced at 1 dollar

Mods that might not have worked
Mods that worked but then conflicted with another mod.
Mods that worked but then the game updated and they stopped working.
There was no Quality and Assurance for paid mods; Steam expected the community to do the grunt work.
