In an RPG you would want good story and at least tolerable gameplay.
In an FPS you would want good gameplay and having a good story is only secondary.

Other way around. Games with mediocre or terrible gameplay typically end up being a fotm at the best with no real lasting impact. Story is very situational and atmosphere, while important more so than story, isn't as important as gameplay.
