My favorite part is the mysterious melancholy to the setting. I think cyberpunk is the best when it strongly plays off on that in some way, for example Blade Runner's focus on philosophical topics or the whole sort of spiritual journey at the center of The Matrix, where a lost and alienated main character comes to discover himself and the world anew.

I do not understand. Are these ranked according to how cyberpunk they are, or according to how good they play? In case of former, I don't see how System Shock 2 is in GOAT, and in case of latter, I don't see how SNES Shadowrun is ranked over Genesis version.
I'll always hate MGS3 for getting rid of the pseudo-cyberpunk setting the series had been rooted in.

Yeah, I think these are the two basic kinds of cyberpunk. I guess my favorite is the one that is more like Philip K. Dick and yours is the one that is more like William Gibson. I like the latter too, but they leave a lesser impression on me.

It's a criminally underused setting that is extremely relatable because of how a lot of the themes are bleeding in more and more into the real world. It also helps that it's usually very appealing, both related to visuals and sound, and everything fits with the contrasting theme that is usually present in cyberpunk settings, which is "high tech low life".

I could say LEDs everywhere and anime stuff makes it even slightly more cyberpunk-ish, but I guess this is the appeal of it. A lot of what's usually considered cyberpunk themes and influences are normal nowadays, which is why I think it's so appealing. It's basically near-future fiction at this point.

I used to live in the middle of a small Canadian town for about a month and a half, that was nice, most of the buildings in town were pretty old, large houses and such converted into apartments and stuff.

Are you sure we're talking about the same thing? Cyberpunk is literally the opposite of optimism about the future. Sure, maybe tech-wise, and even that lately isn't really optimist, and more common place. Life in cyberpunk settings is always portrayed as absolute shit.

You probably have seen it before but just didn't realize it, it's becoming more popular for commercial signage because it's cheaper, uses less energy, lasts longer, can't break and is a lot easier to work with because it's a flexible tube instead of rigid glass.
Also comes in any color since it's RGB instead only what can be achieved with noble gas mixtures.

Are there any "steampunk" games that are less just generic gratuitous Victorian fantasy written in modern times, and more like actual predictions of people from the era, like the writings of Jules Verne and such?

Steampunk is more or less a purely aesthetic genre, whereas cyberpunk at least has philosophy behind it.
So with steampunk you're gonna get a lot more fantasy-victorian than anything
