I guess that's the best way to describe them. There's more to the minigames than just Japanese stuff like karaoke, pachinko and mahjong. There's bowling, darts, obey the rules of the road as a taxi driver, go fast on the highway as a taxi driver, hunting games, 2D beat em ups, various arcade games, fishing and so on.
They're pretty Japanese games due to their setting, story and things like actual Japanese shops being in the games, but you don't have to be a weeb or anything to like them. Just think of them more as a game with a heavy Japanese setting.

1 has aged a bit, but it's nowhere near unplayable. The combat gets improved in 2 and then it continues to improve through the main series up until 6. It's best to start with 1 anyway to see the series, characters and world grow with each new release. 1 has a remake, but it's better to play the original for various reasons. Changes to parts of the story and some annoying gameplay mechanics, mostly.
They also shake up the gameplay with spin-offs, but the third-person-shooter zombie spin-off isn't that great and the two samurai spin-offs are Japanese only.

1-5 are available in English right now. 3 is physical only, 5 is digital only. 0 is coming to English on January 24th, Kiwami sometime mid-2017 and 6 in 2018.
I should also mention that 1 only has an english dub and it's so bad it's good. They even got Mark Hamill to play one of my favourite characters of the series. Going from 1s english dub to 2s Japanese dub, the characters feel like different people. Keep that in mind, I suppose.
Other than 1 and 2 which you might need to emulate if you don't get it on PS2, it'd be better to just play on console version. The PC rumors are just rumors, from a year ago too, and was confirmed by John Hardin that they wouldn't be coming to PC. I don't have the source or picture but it was floating around a lot when the article came out. John Hardin isn't always right, though. Not to mention that it probably won't be the entire series being ported to PC or at least not straight away. They work perfectly fine on console and the PC port could be a buggy mess if it does happen.
