Doom is a 20 year old IP. The issue is more regarding newer game ideas from western IPs. There's plenty of creative stuff up to early or mid gen 7. The issue is beyond that point; probably due to the fact that shit is just so much more expensive to produce now. So publishers prefer relying upon safer bets.

Western developers however think story > gameplay. And because they are run by huge media companies who are only in it for the profits. So they want the "casual" audience.
It is that simple. Any western developers that hasn't sold out yet still makes solid games. Vice versa, there are japan companies that have sold out like capcom.
It just so happens that Japan has more of the former than the latter.
So what new games have japan made that are good? Since literally every jap game fags are looking forward to is a milked IP or another sequel.

The Jap way isn't by any means perfect, as it relies on the guys you have not fucking up, but it is at least capable of producing something that transcends product while the Western method can only do that or very rare occasions.

Booted up Bloodborne again last night after mucking around on ESO/WoW for months.
I know they're not really all that comparable, but I couldn't put my finger on why Bloodborne and the Souls series always got me so more immersed than many other games, despite my many playthroughs meaning I generally know what's around the next five corners and this image has finally given me a little bit of Insight as to why.

Sonic Mania is going to become one of the most beloved games in the franchise and it's being made by Western devs who understand Sonic's Genesis styled gameplay better then Sonic Team themselves at this point (not to knock the titles from them that are solid like Colors, Generations, hopefulyl Project 2017, etc).

Japanese games are more about finding a specific gameplay loop and exploiting it.
Western games are more about letting you express yourself.
There's little to no roleplaying whatsoever in Japanese games. There aren't many games comparable to an RTS or a city builder, or stuff like that. There's no STALKER and no Morrowind. There's no Spacechem either, since most puzzle games are about finding the one solution the game wants you to find. There's basically no modding.
Japanese games tend to be more aimed and polished in a specific direction, which makes it easier to recognize their craft. The qualities of western games are harder to describe, but it's the kind of stuff you miss once you play a lot of Japanese games.
soulsborne is about advancing through a world and dealing with obstacles thrown at you

Yes, I really feel that with the homogenized mass of shooters and "open world" games which are effectively just sandboxes to shoot or blow up ragdolls. Remarkable freedom of expression there.
Just Cause deserves some praise for the freedom to move around acrobatically with the grappling hook and do wacky shit like hijacking mid-air vehicles. But, the world itself isn't particularly engaging or deep and the only good parts of that game are how it mechanically functions.
Actually, that's probably the best way to describe it. Western games aren't about freedom of expression in a general sense, it's more like the game's controls are more tuned to allow you to fuck around. The issue is that most of those games lack much of worth to fuck around with considering the world design errs on the side of obsessively "realistic". Effectively, you're right that western games allow more freedom at face value, but they often come with the caveat of not really polishing or developing anything else which serves to diminish the novelty of that freedom.
