I heard that "long war pack" provides additional, third line of perks for everyone and others can bring custom classes, but I dont know, which ones are balanced and which ones disable achivements.

No, it's Enemy Within which pretty much replaces Enemy Unknown.

different thematic approaches to the relationship between the humans and aliens in each game makes the combat scenarios play out differently, i.e. you are the unknown enemy in XCOM 2, but in tension in xcom EU when you're looking for the first pod isn't nearly the same in XCOM 2, etc
the real reason you should still play EU though is long war, download that and it's arguably a better game than XCOM 2

2 have different approach. In first game, you are defending against alien invasion, in 2 you are trying to fight alien tyranny with guerilla warfare.
how the ps4 one? I played and finished game on my laptop on day one but i got 15 fps max. Or they patched it?
I didnt said that 2 is not good or fun, Im about to play it and I heard positive things about the game. I dont expect groundbreaking revelations, Im expecting next XCOM.

It's good, pretty balanced, and often make sense story-wise.
Then, voice pack and clothes pack and shit, yo. For the second (and more) playthrough, eventually the Long War mods.
It's more of .ini tweaking than something you find in workshop.
Though there was that case after the controller update where targeting was all wacky and someone made a mod to fix that in matter of hours/day while Firaxis took their sweet time.

True concealment was the most interesting one, imo. It's simple, not OP, add a layer of tactic and remove some retarded situation like:

True Conceleament will make that the countdown timer is only activated when one of your squad member is spotted. Like "Shit, let's try to kill them first, but if we can't kill them, just blow the valuable stuff, better have it destroy than in the hands of these terrorist". Which make sense. Sometime the mods make a little less sense story-wise (quick, destroy this computer before the information transfer is finished) but it's better than without, and it allows you to exploit more stealth mechanism.
To add to this I'd say it's almost required depending on how much you mod stuff in or if you activate they ayy rulers.
Otherwise you're really pushing it with vanilla timers.

I found a mod that adds like 2 turns to default timers and "true concealment" version that works along with timer modifications. Do you think I wont push it too much? I got present in form of "Deluxe" edition, so I will have Lmao Rulers running around.
