Maybe not? Because it's not supposed to be a game only focused on gameplay otherwise, areas would only be small rooms with 1-2 strong enemies. It has leveling up, exp fudder enemies, side quests, big areas etc.

It's great Platinum are making the gameplay better (that's better, not the best) to compliment the main parts of the game that people buy it for.
Other games do gameplay better, can't argue with that. I'm not saying Automata has the best combat, but it's a step up from what it was before. That's all that fans of the series wanted.
