Noise difference is more or less negligible across all manufacturers.
Typically for me it boils down between EVGA and ASUS.
EVGA has excellent customer service but below average build quality.
ASUS has excellent build quality but NIGHTMARISH customer service.
My process is to purchase an ASUS model with 3rd party insurance.

Yeah ASUS is one of the best apparently but I think the 1070 one is huge and doesn't fit in some people's cases, also has coil whine.

Gigabyte 1070 Windforce has been serving me pretty good. Pretty quiet and cool.

It has good performance, but you need multiple strong fans or a watercooling system to use it.

I have a Gigabyte 1070, very quiet and idles at 30C, never had it break 60C. No idea about other cards but I went from a R9 280 and I'm very happy with it.

I mean, PC builders are smart, they should've known this by now
just google "evga vrm", its very real, they've acknowledged that they failed to cool VRM's properly and even have programs set up to fix it or send you a kit so you can do it yourself

The Gigabyte G1 Gaming has been pretty nice to me. No coil whine or anything so far and great cooling.

I got my Windforce for 389 a little while ago, but I'm looking at it for 379 on Newegg and Amazon. I'd say it's a very good deal, user.
It's not the quietest and not the coolest but it is the best allrounder for the best price.

I'm loving my MSI Quicksilver (recolored Gaming X), the ASUS Strix barely fits in my case but the MSI has like an inch and a half more clearance and runs much quieter while only hitting 2 or 3 more degrees higher than the ASUS. Max I've hit is 68 while OC'd.

The asus one I have is really cool though, doom on maxed settings with fps locked to 60 and the fans don't even spin because it hovers at 50C
I've never personally had a problem with Gigabyte's customer service. Other than the interface they use, that is. The customer service reps were polite, quick and replaced a card for me even though I was about a month past my RMA date.

I've got the MSI armor oc. It's a fairly big card. I have a HAF X and I had to unscrew the fan duct that's on the inside because i literally couldn't close it with the card inside.
G1 Gaming.
It's only a little bit more than the Windforce.

My reference 1070 runs at glacial temperatures. ~25c at rest, ~50c under maximum load

Coolest is the Zotac AMP Extreme edition.
Quitest is the MSI Gaming X edition.
But the G1 Gaming edition comes close to both. It's the best allrounder.

I got the KFA (Galax for amerifats) 1080 Hall of Fame and it overclocks like a beast and runs cool
it came with a 2050 clock speed from the factory which was actually more than advertised so im not sure if the 1070s have the same trickery

They're basically the "early access" cards. Raw graphics card with very little care put in to it.

I go to Guru3D for the temps and noise tests. I like the fact that they use FLIR imaging to show the hot zones on the cards. Performance tests suck however because they only show average fps.
For performance tests I go to hardwareinfo.nl but that's a Dutch site.

Tbh I would also recommend the KFA Galax cards those guys know how to squeeze everything out of a card and keep it at good sound and heat levels, had their cards for years and desu never had an issue with any of them

As long as you don't buy a reference card the gpu cooler will more than likely be very good. In case you don't know what a reference card is, stay away from cards with just one small fan at the end of the card.
