I'm pretty sure there were originally meant to be at least two dungeons in flooded Hyrule but were cut due to time constraints.

I liked all 4. The forest temple had hoping mechanics before they became useless due to the Zora mask, and plenty of bow puzzles, especially using torches to light things.
The Ice Temple's pillar in the center mechanic felt so visceral every time you got to knock out a part, and the boss is one of my favorites in the series.
The Ocean Temple has the water switch puzzle which makes you actually have to due things in the right order, and has the best use of the Zora mask in the game.
The Desert Temple has the Rose Sword, the Giant Mask, inverting the temple, and the mirror shield, which make for a total of 4 good temples. I think any more would make the game drag on for too long, considering the time mechanic.

Everything outside of dungeons in games like wind waker and twilight princess just feels like filler you have to slog through before you get to the fun part. Where as Zelda 1 was (nearly) just as fun spending time figuring out where the dungeons were

But if it's genuine exploration, finding hints and secrets and items while -looking- for the dungeons, then fuck yes. I would love for there to be a sense of discovery in Zelda again

There was for sure two cut dungeons, the volcano near dragon roost, and ice ring. The only non areas where you get equipment without an actual dungeon....and they even look like the entrance to dungeons. Got this from the zelda wiki.
Other than that I bet there was more to flooded hyrule as well. But not clearly as cut as the two.

MM's dungeons were trash, that's sort of why people were pissed about the dungeon count back in the day. Woodfall was boring, Snowhead was boring aside from the boss fight, Great Bay was complete garbage and the boss fight was even worse, and Stone Tower was tedious. Everything good about Majora's Mask comes from the side content.

The content wasn't cut, the dungeons that weren't made never even made it past the concept stage. It was content that was never realistically going to be in the game, even if it was "planned" initially.
Bu majora's mask wasn't good because of it's dungeons though.
It's real strong point was it's NPCs and their sidequests.
Nayru's pearl was also meant to be in a dungeon that got scrapped.

No, Great Bay Temple is the weakest dungeon in the game by far. The boss fight alone would qualify it for terrible status, but the rest of the dungeon is awful too.

It's been a while since I played it,, but I remember SS having some of the best dungeons in the series (I've finished all non CDi Zelda games). Am I having some delusion about these dungeons or were they actually good?
They're still completely lacking when it comes to puzzle and level design, and other Zelda games easily outpace it in both concepts and atmosphere anyway.
Flittering around with Medli is fun, but very little of substance is done with it and every puzzle involving her is practically fed to you.
WW doesn't step up its dungeon game until the Wind Temple, which is the last fucking one in the game (Ganon's Tower is just a glorified Boss Rush), and that's just sad.
